I like to put forward my vision on fear for change or creative innovation. I see this massive reluctance or fear for change more in e.g. Germany than Holland, more in some societal sectors than others. Particularly in e.g. the health care sector the tendency is on cure in stead of health.
As it counts for individuals, fear of nations is embedded in old feelings (cognitions), usually those of insecurity. In Europe's case the question is relevant what makes peolpe conservative, unwilling or rather unable to change? Just fear? Possibly it is not just fear but also Kafkian imprisonment in bureaucracy, or in neurological terms an increasing 'locked in syndrom' leading to inmobility to respond adequately. How can this devastating spiral of economic destruction be unwounded?

Just as therapy would have been given to an individual with coercion neurosis? The coercion in this sense is the collective, need to work in a certain bureacratic fashion that is intensivively controlled in a hierarchic system (think of some health care institutions).
This pathological conservatism probably has many roots which can be 'treated'. We can ask the question: what makes people (nations) want to chance or innovate? Usually it's the drive for progress and/or prosperity. How can this be achieved? How is it achieved in Finland? Is it a matter of roots or attitude? Generally attitude change is the resultant of strong willingness to achieve goals, a mechanism driven by high levels of self reliance or sense of mastery or self efficacy. Lack of control brings a halt to all this. Here you may find the individuals' dillema: no control follwed by inertion. The micro system gives up and the macro system is 'lock in'. Where to start? On the macro level of course. National policies should encourage peolpe and be convincing in the need for change, look ahead, see the large scale perspective: facilitate and innovate.
